Course Overview

This course develops the operational capability of security professionals to conduct a complete, structured, and evidence-based Physical Security Survey (PSS) using the Physical Security List (PSL) methodology.

The course integrates SMART inputs with the PSL catalogue to ensure all vulnerability assessments are derived from defined threat scenarios, operational context, and asset exposure. Participants are required to translate threat profiles into specific threat events, determine how those events exploit site weaknesses, and assess vulnerabilities using a standardized, traceable scoring system.

All assessments must be supported by verifiable field evidence, including direct observation, measurements, photographs, behavioural analysis, and structured remarks. Vulnerabilities are assessed as prevention vulnerabilities and mitigation vulnerabilities, ensuring a complete and defensible understanding of risk exposure.

Participants apply the PSL across all five physical security categories and produce a full vulnerability profile supported by category summaries, element-level scoring, and a complete evidence trail.

The final output is a decision-ready Physical Security Survey Report suitable for leadership, audit, procurement, and operational follow-up. Outputs directly support SMART-based risk assessment, the Acceptable Risk Model, and Operational Security Planning (OSP).

Capability Development Chain

All course components follow a structured operational logic:

Threat → Vulnerability → Risk → Measures → Output

Participants must

Define threat events

Identify exploitable vulnerabilities

Determine likelihood and impact implications

Select prevention and mitigation measures

Produce a traceable and defensible output

Key Concepts

Integrate physical, technical, procedural, and human security measures into a unified system

Physical Security List (PSL) as the mandatory structured assessment tool

Prevention vulnerability vs mitigation vulnerability

Threat-linked vulnerability assessment

Translation of Threat Profile (Layer 1) into Operational Risk Scenarios (Layer 2)

Evidence-based assessment: observation, measurement, photographs, remarks

Mandatory scoring of all PSL elements

Defence-in-Depth through layered and redundant systems

4Ds logic (Deter, Detect, Delay, Deny) applied to all measures

Integration of Area of Operations (AO) and Area of Interest (AOI)

Human-factor stability: training, discipline, supervision, behaviour

PSL supports but does not replace SMART

Traceable, auditable, defensible documentation

Technical reasoning behind every score

Integration of safety, fire, and emergency readiness
